B.      ACCEPTANCE OF MINUTES OF PREVIOUS MEETINGS

Chairman Carino called the meeting to order at 7:30 p.m.  The following actions were taken during the July 18, 2006 Regular Meeting of the W.P.C.A.

C.      NEW BUSINESS

1.      Avery Street Church (Approval of revised plan)

Mr. Shaw reported that this application was previously approved by the Authority for connection to the Town’s sewerage system.  However, in the process of installing the lateral for the building sewer, they encountered ledge and a pipe slope insufficient to achieve self-cleansing velocities.  Therefore, the applicant is now requesting approval to make sanitary sewer connection at a different point along the Avery Street sewer main.  This has been reviewed and approved by the Town’s Engineering Department.  Also, the applicant has proposed an interior mechanical system for removal of grease.

Motion to approve the application for a connection to the Town’s sewerage system for the Avery Street Christian Reform Church at Avery Street, South Windsor, CT as more specifically shown on plans entitled “Avery Street Christian Reformed Church, Avery Street, South Windsor, Connecticut” Prepared by Macchi Engineers,LLC, Hartford, CT; Sheet No.: C3.0 “Utility and Grading Plan”, Dated 05/16/05 with revision date of 6/16/06; and subject to the following conditions: (1) Town’s staff approval of required automatic grease removal unit, (2) final technical approval of the Town of South Windsor Engineering Department.

2.      Nguyen – Linh Beauty Nails, 1430 Ellington Road (Major Home Occupation Approval)

Mr. Shaw stated that the applicant came before the WPCA on July 30, 2002 and they got approval from the WPCA.  One of the conditions of the approval involved putting in a meter to measure the amount of water that was used for commercial purposes.  They also had to provide information concerning the chemicals that they will be using.  However, they failed to provide this information before they began their operation about sixteen months ago.  Therefore, there is an unbilled sewer charge to collect.  One of the reasons why they came back before the Authority is because they relocated the lateral.

Ms. Karen Isherwood from Design Professionals, Inc. was present to represent the applicant.  She stated that they have relocated the existing lateral which has been inspected and approved by the Town staff in 2002.  The plan was to put in the lateral at the rear of the house; however, during construction they decided to go through the existing garage floor which is now the salon.  The existing location of the lateral is now represented on the plans accurately for approval of the Authority.

Chairman Carino stated that the applicant needs to go before the Planning and Zoning Commission for re-approval.  However, he doesn’t feel that the applicant needs to come back to the Water Pollution Control Authority unless there is a change of use of chemicals or any changes on the sewer connection.

Chairman Carino requested to put as an Agenda subject whether or not the applicant needs to come before the Authority every five years as in Planning and Zoning Commission.

Motion to approve the application for a Major Home Occupation located at 1430 Ellington Road as more specifically shown on plans entitled “Ngan Thanh Nguyen & Yen Linh Thi Ngo-Nguyen, 1430 Ellington Road, South Windsor, CT”, Prepared by Design Professionals, Inc., South Windsor, CT: Sheet No.: 1/1 “Site Plan” Job No.: 1435, Dated: 06-23-06, with revision date of 7/11/06; and subject to the following conditions (1) if there is any change in the usage of chemicals, the applicant needs to come back before the Authority and (2) final technical approval of the Town of South Windsor Engineering Department.

3.      Adventure Quest, 100 Bidwell Road (Approval to change use from industrial to recreation facility)

Ms. Becky Mayer from Design Professionals, Inc. was present to represent the applicant.  She stated that this is an existing 60,000 sq. ft. industrial building located on Bidwell Road.  The applicant received approval from the Planning and Zoning Commission as well as a zoning regulation amendment that will allow a recreation facility in an industrial zone.  The applicant is planning on renovating the interior, with minor changes to the exterior.  There will be a full service restaurant with a self served cafeteria.  There are existing kitchen utilities; the building is already connected to the sewer in Bidwell Road; however, the engineer does not have as-built information on either the building or the sewer lateral.  Therefore, the exact location of the lateral is not known.  The applicant is proposing retrofitting the kitchen with automatic grease retrieval units.  Also, the applicant is proposing floor drain traps to absorb any grease and oil.  These can be removed on a daily basis for maintenance.

Chairman Carino stated that the Economic Development Commission (EDC), got involved also with this project in making the effort to get approval from the Planning and Zoning commission to put this facility in an industrial zone.

Mr. Dickinson showed concern on the maintenance of the floor drain traps.  Mr. Shaw responded that all the food processing facilities in town that have these systems have to be inspected by the Health Department on a regular basis, concerning the fact that the applicant is going to keep a log of their maintenance of cleaning the system.

Motion to approve the application as presented for a change of use from industrial to recreational facility located at 100 Bidwell Road, as more specifically shown on plans entitled, “Adventure Quest, Site Plan/Special Exception, 100 Bidwell Road, South Windsor, CT,” Prepared by Design Professionals, Inc., South Windsor, CT: Sheet No.: 2/3 “Plot Plan/Topographic Map” Job No.: 2081, Drawing No.: 2081-base.dwg, Dated: 11-18-05, with revision dates of 1-4-06, and 3-9-06; and subject to the following conditions: (1)Town’s staff approval of required automatic grease removal unit, (2) final technical approval of the Town of South Windsor Engineering Department.

4.      Tiger Lily Ventures Corp. Subdivision (Approval to connect)

Ms. Karen Isherwood from Design Professionals, Inc. was present to represent the applicant.  This is a three lot subdivision located west of Long Hill Road, with two frontage lots and one large rear lot.  Currently there is a MDC gravity flow sewer main heading westerly.  The applicant is proposing to make connection to the existing lateral to serve lot number one and provide basement service.  Also, applicant is proposing two additional laterals for other lots.  This project has received approval from the Planning and Zoning Commission.  Ms. Isherwood also stated that there is a shared access easement for lots 2 and 3.

Motion to approve the application as presented for connection to the Town’s sewerage system for a three lot residential subdivision located on Burnham Street, South Windsor, CT, as more specifically shown on plans entitled “Tiger Lily Ventures Corp., Special Exception/Subdivision Plan, Burnham Street, South Windsor, Connecticut; Prepared by Design Professionals, Inc., South Windsor, CT: Sheet No.: 3/3, “Topographic Plan” Job No.: 2013, Drawing No.: G/JOBS/2013-3.DWG, Dated: 1-3-06, with revision dates of 2-23-06, 4-12-06, and 5-18-06”; and subject to the following conditions: (1) a draft of a private easement between the property owners for the maintenance of the common sewer laterals must be obtained, reviewed and approved as to form by the Town Attorney, (2) final technical approval of the Town of South Windsor Engineering Department.

5.      Copper Ridge Re-subdivision (approval to connect)

Mr. Shaw reported that this project has not received Planning and Zoning approval but they are schedule to meet with them in late July.  Due the fact that the Authority is not going to meet again until September and because of the conventional nature of this project, Mr. Shaw suggested reviewing this application prior to P&Z approval.

Mr. Bruce Kelley was present to represent the applicant.  This is an eleven lot subdivision, south of Pleasant Valley Road.  There is an existing manhole, however, there is no as-built plan available to show what the elevation is for that invert.  Therefore, the applicant is proposing to install a manhole to adjust the elevation of the existing pipe.  The applicant is requesting approval to connect to the Town’s sewerage system.

Motion to approve the application as presented for connection to the Town’s sewerage system for eleven lot residential subdivision/resubdivision located on Copper Ridge, South Windsor, CT as more specifically shown on plans entitled “RSK-Kellco, Inc., Copper Ridge Re-Subdivision, Copper Ridge, South Windsor, Connecticut; Prepared by Design Professionals, Inc., South Windsor, CT: Sheet No.: 5/7, “Sedimenatation & Erosion Control Plan” Job No.: 2285, Drawing No.: 2285_5-es.dwg, Dated: 06/20/06, with no revision date. Also, Sheet No.: 6/7, “Plan and Profile” Job No.: GBS, Drawing No.: 2285_6plan-profile.dwg, dated: 06/20/06, with no revision date; and Sheet No.: 7/7 “Details”, Job No.: 2285, Drawing No.: 2285_7-DETAILS.dwg, dated 06/20/06, with no revision dates.  Approval is subject to the following conditions: (1) final approval of the Planning and Zoning Commission, (2) should there is any major change in the sewer plans the applicant needs to come back before the Authority, and (3) final technical approval of the Town of South Windsor Engineering Department.

6.      34 Charing Road (Approval to connect)

Mr. Shaw reported that many years ago this project came before the WPCA.  This property is located on the north side of Beelzebub Road; this house apparently was not originally provided with access to the sewer, so this house has been on septic for number of years.  A few years’ back, the owner of this house came before the WPCA requesting to connect to the sewer, it was granted but he never made the connection.  So, the new property owners are attempting to connect to the Town’s sewer.  They will provide a pump chamber, pump up to the gravity line, and put in a lateral for that purpose. Also, the applicant will provide an external outlet and CL&P disconnect for the use of an emergency generator in the event of a power outage.  

Chairman Carino stated that if the application gets approved it will be upon the condition that an electrical outlet is required along with a disconnect switch from CL&P.  Mr. Shaw stated that this project will be subject to any applicable sewer assessment.

Motion to approve the application as presented for connection to the Town’s sewerage system for residential home located at 34 Charing Road, South Windsor, CT.  as more specifically shown on as built entitled “Sanitary Sewer Construction, Avery Heights Area, South Windsor, Connecticut, Prepared by James S. Minges & Associates, Inc., Farmington, CT; Drawing 32-F, dated 8-1-1971.”; and subject to the following conditions: (1) any applicable sewer assessment, (2) an external outlet and CL&P power disconnect must be supplied for the use of an emergency generator in the event of a power outage, and (3) final technical approval of the Town of South Windsor Engineering Department.

Chairman Carino suggested Mr. Shaw to talk to the Building Department and determine if we have standard requirements for an electrical outlet and CL&P disconnect for emergency power sources.

7.      The Shops at Evergreen Walk (Phase III)

Mr. Shaw reported that this is on the southern end of the Evergreen Walk property.  Mr. James Cerkanonwicc explained that this was originally to be the Expo designed center.  There is an existing stub of 8” pipe at 1 percent slope.  There is a lateral to serve each building; the majority of the main is 8” at 1 percent.  Mr. Cerkanonwicc stated that they made provisions to have restaurants on building D and E, therefore, in addition to a lateral at the end of building D and E provision was made for a grease interceptor for each of these buildings if restaurants are located in these buildings.

Motion was made to approve the application as presented for the connection to the Town’s sewerage system for commercial property located on Buckland Road, South Windsor, CT as more specifically shown on plans entitled “The Shops at Evergreen Walk (Phase III), 35 Buckland Road, South Windsor, CT”, Prepared by BL Companies, Hartford, CT: Sheet No.: SU-1, “Site Utility Plan” Project No.: 05C1506, Dated: 04/17/06, with revisions dates: 05/12/06, 05/22/06, 06/01/06, 06/09/06, 06/30/06, 07/11/06, 07/18/06, and subject to the following conditions: (1) the applicant will need to return to the Authority for final approval of any restaurants; (2) final technical approval of the Town of South Windsor Engineering Department.

D.      COMMUNICATIONS AND REPORTS

Mr. Shaw reported that he received an email concerning the State Legislature possibly holding a special session for the purposes of discussing energy issues.  Mr. Shaw explained that this offers an opportunity to try to encourage them to get the Clean Water Fund available.  Therefore, with the approval of Chairman Carino, Mr. Shaw would like to draft a letter for Chairman Carino to sign addressing the same issues and the need for funding the Clean Water Fund program.

Mr. Shaw reported that he had a meeting with the Town Manager and Attorney Gerlt representing the Avery Street Pump Station concerning the issue on the easement for the pump station and also the assessment-property value.  Mr. Gerlt said that he understands the issue and he will advise his clients on this matter.
